Initializes the TaurusPackage.PROPERTY__RETRIEVE_ALL_VALUES_ACTION_VALUES_FROM attribute. The value will be set to ERetrieveAllValues.OUTPUT_TABLE if a property contains a retrieve all values action and the model is pre 5.0.0.
